The high level sections of the proposal is framed within the project development stage 1, as indicated below:

  1. Project Identification and Concept Development which establishes the enabling environment that will deliver a pre-feasibility report;
  2. Project Structuring – that will build on the early stage work to validate and further develop the concept work in which detailed financial and legal structuring work will be undertaken;
  3. Marketing – in which a detailed project information memorandum will be developed and the project markets to a variety of equity and debt capital providers; and
  4. Transacting – in which the final documentation will be negotiated and finalised to allow the project to achieve financial close.

The key elements of the proposal are outlined below:

  • Section 1 – Review of the Sponsor’s concept development design and CAPEX costs and development of understanding of supply chain sourcing for the development;
  • Section 2 – Existing comparable projects overview and market analysis  and competitive environment review of proposed project;
  • Section 3Forecast volume analysis for the proposed project, Tariff and revenue risk analysis including benchmarking against similar facilities in country and worldwide;
  • Section 4Development of a financial model that will provide preliminary debt and equity returns on the project;
  • Section 5Outline Financing Strategy for Development.

At the end of this work the client will have a prefeasibility report and a financial model that will allow them to understand the potential returns on investment, the market risks associated with the project and informed as to commitments on capital they might be expected to make to take the project to a bankable standard and potential sources of raising both debt and equity capital.

The inputs required, will be the outline scheme design, CAPEX figures, information of country origins and potential value of components of the development (this will help inform potential ECA approaches) whether there are any green building design elements that might allow mobilisation of “clean growth” capital and an indication of OPEX utility consumption (Water and Electricity) of the development and the assessment of the construction period.
